Programas das FAS retiraram 5 territórios da linha da pobreza e aumentaram em 202% a renda de famílias em comunidades na Amazônia
A luta pela floresta em pé é também a luta contra a pobreza de seus povos. Não há bioma sem o conjunto de vidas que compõem o mundo. Guardiã da maior biodiversidade do planeta, a Amazônia ainda convive com alguns dos piores índices de desenvolvimento humano dentro do Brasil, amargando últimas posições em acesso à educação, saúde e renda. A FAS atua para a redução da pobreza e das desigualdades sociais com foco na região e, por meio da realização de projetos socioambientais, contribuiu com o aumento de 202% na média da renda familiar em comunidades da Amazônia.

Através do Programa Bolsa Floresta, política pública do Governo do Estado do Amazonas implementada pela FAS, incentivos financeiros foram destinados a 39,3 mil pessoas por serviços ambientais prestados. Moradores de 16 Unidades de Conservação (UCs) se comprometeram com boas práticas de conservação e foram recompensados como protetores da floresta.
O programa foi composto por quatro modalidades: Bolsa Floresta Familiar, com um pagamento mensal de R$ 50 para mulheres das famílias residentes em unidades de conservação; o Bolsa Floresta Associação, destinado às associações dos moradores das UC para fortalecer as organizações sociais e aumentar o protagonismo das comunidades; Bolsa Floresta Renda destinado ao apoio à produção sustentável para agregar valor e melhorar a renda dos produtos da floresta e da biodiversidade; e Bolsa Floresta Social para ações coletivas destinadas à melhoria de educação, saúde, comunicação e transporte.

Entre 2008 e 2020, mais de R$ 57 milhões foram aplicados na política, que lançou um dos primeiros sistemas de Pagamentos por Serviços Ambientais (PSA) no mundo. Os investimentos da FAS, do governo estadual e do Fundo Amazônia ajudaram a retirar 5 territórios da Amazônia da linha da pobreza extrema, melhorando a qualidade de vida das populações locais. Na Reserva de Desenvolvimento Sustentável (RDS) do Rio Negro, a renda familiar de R$ 427 em 2011 para R$ 968 em 2019.
Pesquisas de opinião realizadas pelo Instituto Action ao longo de 8 anos em 3 Unidades de Conservação envolvidas no programa apontam que 83% das pessoas consideram que a vida melhorou com a chegada do Bolsa Floresta. “As comunidades se tornaram mais unidas quando olharam um caminho comum”, relata Cleide Moreira, comunitária e empreendedora na RDS do Uatumã.

“A FAS conseguiu transformar 50 reais em auxílio na geração de renda, poços artesianos, ambulanchas. Então o povo hoje é assistido com água potável, acesso à saúde, educação, enfim, uma melhoria que a gente não vislumbrava antes, que hoje a gente pode dizer que a vida melhorou e muito”.

A transferência de renda veio acompanhada de uma rede de projetos que visaram fortalecer a organização das comunidades e incentivar alternativas econômicas verdes, cuja força está na valorização da biodiversidade nativa, como a cadeia produtiva de açaí, a pesca manejada e o turismo sustentável. Os potenciais e necessidades de cada área foram definidos em conjunto com os moradores, em uma dinâmica participativa e que reconhece o protagonismo das pessoas da Amazônia.
“Aqui nós apostamos muito no turismo, que oferece renda para as famílias pela floresta, mas não com ela derrubada e sim em pé. Assim nós temos um controle para as futuras gerações terem a mesma floresta na comunidade”, diz Roberto Brito, morador da comunidade Tumbira, na RDS Rio Negro. A partir do programa, Roberto trocou a exploração madeireira pelas atividades do turismo de base comunitária. À frente da Pousada do Garrido, atualmente gera dezenas de empregos e movimenta a economia local, faturando mais de R$ 400 mil com o empreendimento somente no ano anterior.
Em 2022, a política pública foi remodelada e passou a se chamar Programa Guardiões da Floresta. Juntos, a FAS o governo e parceiros estão trabalhando para expandir a abrangência das atividades para 28 Unidades de Conservação, cadastrando mais de 14 mil famílias ribeirinhas e agricultoras no estado do Amazonas.
